Amid Palestinian protest, rocket hits Israel

? A daily summary of global reports on security issues.

Palestinian Authority President Mahmoud Abbas strained to tamp down tensions in the West Bank as Palestinians protested by the thousands and called for a third intifada, and militants in Gaza broke a November cease-fire by firing a rocket into southern Israel.

"The Israelis want chaos.... We will not allow them to drag us into it and to mess with the lives of our children and our youth," Mr. Abbas said, according to Reuters, as he sought to cool tensions and cast the uptick in Palestinian anger as a result of Israeli incitement.

But Abbas is up against formidable voices who seem to see another uprising as the inevitable result of days of large-scale protests across the West Bank against conditions for Palestinian inmates in Israeli prisons, sparked by the Feb. 23 death of one such inmate.

?This is the new intifada,? said Mustafa Barghouti, a rival to Abbas in the 2005 presidential election, according to Bloomberg. ?A popular resistance has started.? Calls for a third intifada come despite the fact that public sentiment still largely opposes a full uprising.

The Christian Science Monitor reported yesterday that the most recent protests come on top of frustration about the seemingly endless Israeli occupation and settlement growth, as well as Israeli and international inaction.

?The issue of the prisoners is only one point that created this eruption,? said Sheikh Issa Jaradat, the former mayor of Sair, at the funeral for deceased prisoner Arafat Jaradat. People filled every rooftop, balcony, and open patch of grass surrounding the village square as Jaradat?s coffin was carried through the crowd, sparking fierce whistling and a few gunshots.

?The fact that so many people are here shows that this is not just about the suffering of Sair. The whole West Bank is suffering,? says the sheikh. ?This could easily be the beginning of an intifada.?

But, as the Monitor reports, only 32 percent of Palestinians support a third intifada, according to a poll taken before the death of Arafat Jaradat, the Palestinian inmate. Sixty-five percent oppose it, with 41 percent of them saying it will hurt the Palestinian cause.

Indeed, such an uprising could work against Palestinian interests in several ways. It could bolster Israel?s argument that it has no partner for peace, enabling it to continue expanding settlements in the West Bank unfettered by negotiations. It could also provide Israeli justification for maintaining or increasing checkpoints, arrests, and administrative detention in the name of security.

Reuters reports that international leaders had hoped the unrest in the West Bank was dying down prior to the rocket attack from Gaza, for which the militant group Al-Aqsa Martyrs Brigades claimed responsibility. The news agency described the attack as ?an apparent show of solidarity? with the protests. It was the first such attack since a cease-fire was signed in November to end eight days of Palestinian rocket fire and Israeli air strikes.

The Wall Street Journal reports that ?Israel is taking the unrest seriously,? with Prime Minister Benjamin Netanyahu holding ?security consultations? yesterday and sending a representative to Ramallah to urge the Palestinian Authority (PA) to calm the protesters.

Mark Regev, a spokesman for Mr. Netanyahu, pinned blame for the protests, some of which turned violent, on PA officials, the Journal reports. "There were elements within the [Palestinian Authority] who were actually encouraging incitement and violence," Mr. Regev said. "The Palestinian Authority has an obligation to maintain law and order."

And Amos Gilad, an Israeli defense official, told Army Radio that ?It looks as if the Palestinian Authority is trying to walk a delicate tightrope: both raising unrest and displays of violence and not wanting the matter to spin out of control,? the Sydney Morning Herald reports.

Quvenzhan? Wallis to play title role in "Annie" movie

NEW YORK (Reuters) - Nine-year-old Oscar nominee Quvenzhan? Wallis will play the title role in "Annie," Sony's Columbia Pictures announced on Sunday.

"Annie" is due to hit theaters in 2014 during the winter holiday season, and is based on the stage play about an orphan's adventures in finding her family and a better life while overcoming the schemes of orphanage mistress Miss Hannigan.

President of production at Columbia Pictures Hannah Minghella expressed confidence in Wallis' talent and star power.

"With the recent Academy Award nomination and critical acclaim, Quvenzhan? Wallis is a true star and we believe her portrayal as Annie will make her a true worldwide star," she said.

"She is an extraordinary young talent with an amazing range, not only as an actress but as a singer and dancer, and we can't wait for audiences to further discover her."

Among the film's co-producers are Will Smith, Jada Pinkett Smith and Shawn "Jay-Z" Carter. Carter's 1998 Grammy-winning album "Vol. 2... Hard Knock Life" contains a hip-hop version of "It's a Hard Knock Life," a song from the original Broadway musical "Annie."

The hit musical was first made into a film starring Carol Burnett as Miss Hannigan in 1982. A made-for-TV version with Kathy Bates in the same role aired on ABC in 1999, and earned two Emmy awards.

Wallis is the youngest actress to ever be nominated for a Best Actress Oscar. She was nominated for her role as Hushpuppy in indie drama "Beasts of the Southern Wild," which also earned a nod for Best Picture. "Beasts" is Wallis' first acting job.

Among her other firsts, she will also be the first African-American actress to play Annie, who has been traditionally portrayed as a freckle-faced redhead.

Later this year, she will star alongside Brad Pitt and Michael Fassbender in Steve McQueen's historical drama "Twelve Years a Slave," based on the book by Solomon Northup.

The man whose impeachment vote saved Andrew Johnson

After being impeached, President Andrew Johnson survived his 1868 Senate trial by just one vote. And to this day, how that vote was cast remains shrouded in controversy.

Johnson succeeded the presidency in 1865 after Abraham Lincoln?s assassination. A former Democrat who ran as a candidate alongside Lincoln, President Johnson?s relationship with the GOP leadership quickly crumbled.

A faction called the Radical Republicans, led by Thaddeus Stevens and Charles Sumner, dominated the GOP.

On February 24, 1868, President Johnson was impeached by the House of Representatives. The House charged Johnson with violating the Tenure of Office Act.

The alleged violation stemmed from Johnson?s decision to remove Secretary of War Edwin Stanton, a prominent Radical Republican left over from the Lincoln Cabinet. To block Johnson from removing Cabinet members without its approval, the House passed the Tenure of Office Act in 1867.

Johnson challenged the act by firing Stanton and appointing an interim replacement. The House quickly filed 11 impeachment charges, sending the case to the Senate for disposition.

Two-thirds of the Senate was needed to convict Johnson, and the Republicans made up more than two-thirds of its members. Chief Justice Salmon Chase presided over the trial, which started in March and ended in May. Thaddeus Stevens was one of the House prosecutors.

In the end, however, seven Republican senators voted against impeachment.

The dramatic scene would have fit right in with the movie Lincoln, with the outcome seemingly in doubt until the last undecided vote was cast.

?It is a singular fact that not one of the actors in that high scene was sure in his own mind how his one senator was going to vote, except, perhaps, himself,? said historian David Miller Dewitt.

Senator Edmund Ross of Kansas cast the deciding vote, and for all purposes, he was expected to vote against Johnson, up until the night before the final roll call.

The chamber was stunned when Ross said ?Not guilty.?

The controversy, to this day, is why did Ross change his mind?

There were two serious constitutional issues involved in the trial. One was that some people didn?t think the Tenure of Office Act was constitutional. The other was that the Constitution, at that point, didn?t specify who became vice president when the president died or couldn?t serve.

If Johnson had been impeached, the Senate president pro tempore, Benjamin Wade, would have assumed the duties of the office until the next election. Wade had his own enemies within the Republican Party, including Ross (who saw Wade taking away his patronage powers in Kansas).

One theory is that Ross didn?t follow his constitutional conscience?he followed the cash. Ross may have been the beneficiary of a $150,000 slush fund set up by Johnson?s supporters.

In a 1999 article for Slate, writer David Greenberg pointed out another fact: Ross?s vote may not have been needed.

?At least four other senators were prepared to oppose conviction had their votes been needed?a fact that has been forgotten, maybe, because it doesn?t square with the High Noon portrait of Ross as the man of principle facing down the mob,? Greenberg said.

In later years, Ross was portrayed as a hero in John F. Kennedy?s book Profiles in Courage. Others, like historian David O. Stewart, paint a less flattering portrait of Ross when it comes to allegations of bribery and patronage spoils.

Ross lost re-election after the Senate trial and later switched to the Democratic party. He blamed the Senate trial vote for hurting his political career.

Then in 1885, the first Democratic president to take office since the Civil War, Grover Cleveland, named Ross as the governor of the New Mexico territory.

How Eric Cantor Gave Us an Endless Series of Fiscal Crises

The person who deserves the most blame for the sequester -- the automatic spending cuts that kick in March 1 and will slow GDP growth by 0.5 percent -- is not President Obama or John Boehner, but House Majority Leader Eric Cantor.?That's not just because the Virginia Republican wanted to delay a big deficit bill until after the election, when he thought he'd be working with President-elect Mitt Romney, but because Cantor can't decide whether the best course for his own career is to side with Boehner and more moderate Republicans or with the Tea Party radicals. The careening of his thinking on the question is the backbeat of one fiscal crisis after another, The New Yorker's Ryan Lizza reports.

Cantor comes across as very ambitious in Lizza's profile -- his staff even say he could be president someday. But Cantor doesn't seem to know how to achieve his career goals. He can't decide whether to help Boehner negotiate with the White House to pass actual legislation or to undercut Boehner to get conservatives' support. In the summer of 2011, Boehner had been negotiating with Obama on a grand bargain to raise the debt ceiling and reduce the deficit. Cantor helped kill it.

Until late June, Boehner had managed to keep these talks secret from Cantor. On July 21st, Boehner paused in his discussions with Obama to talk to Cantor and outline the proposed deal. As Obama waited by the phone for a response from the Speaker, Cantor struck. Cantor told me that it was a ?fair assessment? that he talked Boehner out of accepting Obama?s deal...

[B]y scuttling the 2011 Grand Bargain negotiations, Cantor, more than any other politician, helped create the series of fiscal crises that have gripped Washington since Election Day.

From the ashes of the grand bargain rose the sequester. It was not a beautiful phoenix but a horrible monster.

Cantor wavered again between helping Boehner and undercutting him in the back during the fiscal cliff negotiations at the end of 2012. Cantor endorsed Boehner's "Plan B," which would have permanently extended the Bush tax cuts for those making less than $1 million a year (Obama wanted $250,000 to be the limit). But conservative Republicans revolted because there weren't spending cuts included.?Cantor seemed to draw a lesson from this. As the House got ready to vote on a Senate deal to extend the Bush tax cuts for those making less than $400,000, Cantor announced he wouldn't support it. "Once again, Cantor had abandoned Boehner at a crucial moment of the negotiations," Lizza writes.?Cantor told?The New Yorker that he'd given Boehner a heads up in a one-on-one meeting. Boehner's staff denies this; the speaker was "blindsided." But by January 15, Cantor was on Boehner's side again, voting for a Hurricane Sandy aid package. He should be interesting to watch as the sequester deadline hits.

Republican leadership, including Cantor, is not popular in the House.?Frustrated House committee chairmen are trying to take back some power,?The Washington Post's Paul Kane reported earlier this month. "Tired of watching as flailing leadership negotiations fail to produce any key legislation, these senior lawmakers hope that a return to the old days of subcommittee hearings and bill markups, floor amendments and conference reports may offer a path forward on everything from immigration to a long-term budget plan," Kane writes. Cantor is also not popular in his home state -- his favorable rating in Virginia is 27 percent.?And he's not popular nationally, either. Lizza reports Cantor knows "his own unpopularity has become an impediment to the Republican cause."

Authorities: Report of gunman at MIT was a hoax

CAMBRIDGE, Mass. (AP) ? A false report of a gunman at the Massachusetts Institute of Technology that briefly caused a campus-wide lockdown Saturday stemmed from an electronic message sent to police, authorities said.

Officers searched for a man reported to be carrying a long rifle and wearing body armor but found nothing unusual, Cambridge police said. The report ? that alleged the gunman was barricaded inside a building on campus ? turned out to be a hoax, and there was no threat to public safety, state police spokesman David Procopio said.

Cambridge police received the tip in an electronic message around 7:30 a.m., but witnesses on the scene eventually contradicted it, spokesman Dan Riviello said. Neither police nor MIT specified how the tip was received, though the police department's website says anonymous tips may be made via text message or email, in addition to a telephone hotline.

"The MIT community was sent a precautionary text message at 8:52 a.m. asking them to remain indoors and shelter in place," the university said in a statement issued following online criticism over the delay in alerting the public that a gunman was possibly on campus. It did not explain why it took more than an hour to issue the alert.

A room-to-room search by MIT and Cambridge police, along with state police troopers, led officers to declare that the scene was clear at about 10:30 a.m., MIT said.

"No armed suspects were found in the building or on campus and police believe that the event, as reported, did not occur," according to a statement by Cambridge police.

Investigators are trying to identify the prankster and will pursue criminal charges if they do, Riviello said.

He declined to provide additional details or confirm reports that the IP address used by the prankster has been traced to New York, saying the investigation continued.

John DiFava, chief of MIT's campus police, acknowledged the delay in telling students about a possible gunman on campus. "I have to look into it and find out the reason for the lag," he told the Boston Globe.

Junior Zach Wener-Fligner told the newspaper that the delay was "a little worrisome."

"But I assume the relevant area was locked down," he said.

About 11,000 people attend the prestigious school outside Boston where students are famous for their smarts as well as their stunts, including once putting a police car on top of a domed campus building.

Earnhardt tops final practice for Daytona 500

DAYTONA BEACH, Fla. (AP) ? Quiet most of Speedweeks, Dale Earnhardt Jr. made a little noise Saturday.

Earnhardt topped the speed chart for the final practice session before Sunday's season-opening Daytona 500.

The 2004 Daytona 500 champion turned the fast lap by averaging 198.592 mph around the 2? -mile superspeedway. David Gilliland was second, followed by Clint Bowyer, Marcos Ambrose and Aric Almirola.

Pole-sitter Danica Patrick and Stewart-Haas Racing teammate Tony Stewart were among 10 drivers who skipped the 1? -hour final tuneup. Patrick is trying to become the first driver win the Daytona 500 from the pole since Dale Jarrett in 2000. Only nine drivers have accomplished the feat in 54 years.

Three-time Daytona 500 winner Jeff Gordon, 2010 Daytona 500 champ Jamie McMurray, Casey Mears, Terry Labonte and Joe Nemechek also sat out the session. So did Joe Gibbs Racing teammates Kyle Busch, Denny Hamlin and Matt Kenseth.

"We don't have any plans to go out," Gordon said. "We feel like this entire week we have been able to learn everything we need to get prepared for the race tomorrow. ... We've got a great race car. We are excited. We've got a great opportunity here."

Before Saturday, Earnhardt had done little during Speedweeks. He finished eighth in the Sprint Unlimited and ninth in his qualifying race. He will start 19th in the "Great American Race," his lowest opening spot in 14 years at NASCAR's premier event.

His speed in the final practice had to boost the team's confidence.

Almirola, however, posted the best 10-lap average. He averaged 196.195 mph over 10 laps on new tires. Earnhardt was sixth on that chart.

"We are excited about this weekend and feel like we have a good car and got it driving good in that last practice session," Almirola said.

The final session involved little bump-drafting and even less side-by-side action ? no doubt because teams were leery of wrecking race cars about 24 hours before the Daytona 500.

Defending Sprint Cup Series champion Brad Keselowski provided the most action when he hit a bird.

"I killed a Tweetie bird," said Keselowski, one of auto racing's top Tweeters.

Keselowski was 17th in the final practice.

"This is our 500 engine, so trying to get an idea of how it's going to perform," he said. "My car is really good. Definitely faster than what it was, so that's good, right? I'm definitely optimistic."

Of the teams that didn't practice, most of them valued keeping their car intact over incremental gains that could be found so late in Speedweeks.

Patrick, Stewart, Gordon and the Gibbs cars have been some of the fastest all week.

Inmates go high-tech as startup mania hits San Quentin

SAN QUENTIN, California (Reuters) - One by one, the entrepreneurs, clad in crisp blue jeans and armed with PowerPoint presentations, stood before a roomful of investors and tech bloggers to explain their dreams of changing the world.

For these exuberant times in Silicon Valley, the scene was familiar; the setting, less so.

With the young and ambitious flocking again to northern California to launch Internet companies, there were signs one recent morning that startup mania has taken hold even behind the faded granite walls of California's most notorious prison.

"Live stream has gone mainstream. Mobile video usage went up and is expected to increase by 28 percent over the next five years," said Eddie Griffin, who was pitching a music streaming concept called "At the Club" and happens to be finishing a third stint for drug possession at San Quentin State Prison, near San Francisco, after spending the last 15 years behind bars.

Griffin was one of seven San Quentin inmates who presented startup proposals on "Demo Day" as part of the Last Mile program, an entrepreneurship course modeled on startup incubators that take in batches of young companies and provide them courses, informal advice and the seed investments to grow.

According to business news website Xconomy, incubator programs - which it tracks - have tripled in number for each of the past three years, proliferating from Sao Paulo to Stockholm at a pace that has fueled talk in tech circles of an "incubator bubble".

Last Mile founder Chris Redlitz, a local venture capitalist, says his goal was never to seek out a genuine investment opportunity inside a prison but to educate inmates about tech entrepreneurship and bridge the knowledge gap between Silicon Valley's wired elite and the rest of the region's population.

Inmates, after all, are not allowed to run businesses. They do not have access to cellphones ? much less Apple Inc's latest iPhone developer toolkits ? and they use computers only under close supervision.

A LOT TO LEARN

After his presentation in San Quentin's chapel, which received a rousing reception from an audience that included prison warden Kevin R. Chappell, Griffin told a reporter it was unlikely he would launch his startup idea immediately after being released this summer.

"I still have a lot to learn," said the soft-spoken Detroit native. "I've never used a cellphone. Technology is kind of foreign in this environment."

But to hear the inmates use jargon such as "lean startup" and "minimum viable product" speaks to an unmistakable truth about the Bay Area zeitgeist, where startups, for better or worse, have come to embody upward mobility, ambition, and hustle.

"If they were doing this in the '80s there may have been a different theme or model," said Wade Roush, Xconomy's chief correspondent. "But in this day and age, becoming an entrepreneur or starting a business is a form of self-actuation."

Situated on prime waterfront land, San Quentin is perhaps California's most storied prison and home to the state's only death row. But it has also kept a longstanding progressive reputation, boasting a rare college degree-granting program and vibrant arts courses.

The Last Mile accepted 10 inmates out of 50 applicants for its latest batch. The program, which graduated its first class of inmates last year, meets twice a week to discuss startups and lasts six months, although the most recent class took seven months due to a prison lockdown last year.

Some Last Mile participants, under official supervision, have also joined the online question-and-answer site Quora to respond to questions about prison life or describe what it felt like to commit murder.

The latest batch of startup ideas included a fitness app that would motivate drug addicts to exercise, a cardiovascular health organization, a social network for sufferers of post-traumatic stress disorder, a food waste recycling program, and an e-commerce site for artists in prison.

DIFFERENT PERSPECTIVE

Because the likelihood is not great that these companies will become funded and succeed, Redlitz said he was also working to place the inmates in jobs at tech companies after their release.

Rocketspace, a startup co-working space in downtown San Francisco, has agreed to host an internship. Rally.org, a crowd-funding site that counts Redlitz among its investors, said it hoped to begin a program to seek micro-investments from the public for the inmates' ideas.

Sitting in the Demo Day audience was John Collison, the 22-year-old co-founder of online payments startup Stripe, who noted some stark differences between the inmates' proposals and the fashionable startups du jour in Silicon Valley.

"What's frustrating is that all these companies in the Valley, they're ideas for the 1 or 10 percent," Collison said. "You have startups like Uber or Taskrabbit, that's like, ?Oh, here's something to help you find a driver or find someone to clean your house.' Are they solving real problems?"

The San Quentin inmates "were talking about urban obesity, or PTSD", Collison said. "It's a completely different perspective. We actually really need that."

Three players were ejected from UC Riverside's game at Sacramento State on Friday after a bench-clearing brawl broke out in the third inning.

After a line drive was hit right at the Sacramento State shortstop, UC Riverside's Eddie Young got caught in a rundown between second and third base. Sacramento State's Andrew Ayers was there to make the tag on Young, but then he took it a step further and shoved him too. Young immediately retaliated and threw a punch, causing both benches to clear as a fight ensued in the middle of the field.

?I was just shocked,? said Dave Soto, a father of one of the Sacramento State players said, via KCRA.com.

Young, Ayers and UC Riverside catcher Drake Zarate were all ejected, per NBC Southern California.

As the Sacramento Bee noted, players who get ejected are suspended for four games under NCAA rules.

Windows Azure Cloud storage service down temporarily

The cloud is a promised land of huge offsite storage and wonderful new applications according to the giants of the software industry.? Unfortunately, it isn?t always accessible.? Today, just before 2 pm Pacific time in the US, Microsoft?s Azure cloud service went down due to an SSL certificate that expired.

This oversight on Microsoft?s part meant that the Azure storage service was closed around the world, and continues to be a problem many hours later.? Microsoft has issued this statement:

Storage is currently experiencing a worldwide outage impacting HTTPS operations (SSL traffic) due to an expired certificate. HTTP traffic is not impacted. We are validating the recovery options before implementing them. Further updates will be published to keep you apprised of the situation. We apologize for any inconvenience this causes our customers.

Shirakawa accepts money from Silicon Valley college at center of scandal

A private college in Silicon Valley whose CEO faces federal charges of illegally assisting foreign students enrolled at its campus has shown a pattern of reaching out to California politicians -- passing out thousands of dollars, and in some cases requesting favors.

But while a bevy of state and congressional leaders boosted their campaign funds with contributions from administrators of Sunnyvale's Herguan University, embattled Santa Clara County Supervisor George Shirakawa Jr. did something different: He reported school officials paid him between $1,000 and $10,000 as a consulting fee -- then refused to discuss it further. And shortly after a reporter from this newspaper contacted the university, one Herguan

administrator dashed off an internal email that appears to show the money was intended as a political donation, but the veteran politician instead pocketed it as income.

"You need to be careful," Herguan Vice President Richard Friberg warned school officers on Dec. 6 after a reporter's call. "George Shirakawa is in more trouble."

Friberg's email was sent to indicted CEO Jerry Wang; his father and president, Ying Qiu Wang; and his mother, Chief Financial Officer Su Tong. The subject line stated: "Daisy and George." (Daisy Chu, who is married to San Jose Councilman Kansen Chu, is a Shirakawa county staff member.)

The email continues: "The newspaper called today wanting to know what George is consulting on at HGU. Daisy maybe

taking your money and NOT putting it to Political Donations to avoid the other problems George has with the county and State. She maybe saying it is for 'consulting' so it does not have to be reported on the political reporting forms, but just the tax forms. As an elected official, George still has to list his income sources!"

The email raises the prospect that Shirakawa may have run afoul of the state penal code and election laws governing campaign contributions, gifts and outside employment. A misrepresentation on forms submitted to the state -- signed under penalty of perjury -- could add to the supervisor's woes. Shirakawa is already under scrutiny by the county District Attorney's Office and the state Fair Political Practices Commission for expense account abuses and failure to file campaign statements.

According to reports he filed last year, Shirakawa received an unspecified amount between $1,000 and $10,000 from Herguan for "Consultant Services" performed between January and December 2011. The services overlapped with an 18-month period that the Department of Homeland Security was secretly investigating the university, a fact known publicly only after a federal search of Herguan's offices last year.

Shirakawa's Form 700, an economic interest report he must file each year, does not detail his work. When this newspaper asked Shirakawa to produce his contract with Herguan, and to describe precisely what he did for the troubled university and for how long, the supervisor and Daisy Chu rebuffed the inquiries.

Shirakawa offered only: "I had nothing to do with that investigation."

But the email suggests the supervisor may have taken what Herguan considered to be a political contribution, and instead used it as personal income. Three legal experts familiar with Shirakawa's case who reviewed the email on the condition of anonymity agreed the message clearly indicated Shirakawa did no work for Herguan, and that he misrepresented the income reported to the state.

Violations of that type can result in charges of perjury, a felony, and the crime of submitting false documents to the state.

If the money from Herguan was a gift instead of a campaign contribution, then the amount -- even at its lowest reported value of $1,000 -- far exceeds the $420 statewide limit for elected officials. Exceeding that limit can trigger a $5,000 fine, plus the amount of the gift.

If someone makes a campaign contribution, "then it has to be reported as a contribution," said Gary Winuk, chief enforcement officer for the Fair Political Practices Commission. Speaking generally and not about Shirakawa's case, Winuk added: "If you received income, it has to have been from work provided, otherwise it's a gift and needs to be reported as a gift."

In his email, Herguan's Friberg fretted about associating with Shirakawa, stating that the university should avoid "any more bad publicity. It also just makes Jerry's case look bad because it looks like the school and Jerry are associated with corrupt people."

While Shirakawa is being investigated, he is not the subject of any criminal charges. The email nonetheless urged university officials to instead seek out other politicians: "Doing anything that ties you or the schools to Shirakawa will sink the ship!" he wrote. "Get Daisy to focus on someone else like Paul Fong or Mike Honda or even her husband Kansen."

The email was forwarded anonymously to this newspaper, after questions to school officials about its financial dealing with Shirakawa. Herguan administrators, including Friberg, declined to discuss the matter. CFO Tong, who was shown a printed copy, refused to comment other than to vigorously question who had forwarded the email.

Like Shirakawa, Herguan has reason to be concerned about more scrutiny. According to Immigration and Customs Enforcement officials, the school's ability to enroll foreign students is now in jeopardy, after the August arrest of its CEO. Wang is charged with aggravated identity theft, filing false documents and unauthorized access to a government computer from 2007 to 2011, and faces up to 23 years in prison and more than $1 million in fines.

Wang is charged with illegally assisting the school's mostly Asian students to the campus off Lawrence Expressway, where they would pay thousands of dollars in tuition for academic credits and degrees that accredited universities refuse to recognize. A 2011 investigation by this newspaper showed Herguan misrepresented information on federal applications, which allowed it to sponsor overseas students for coveted visas.

Wang entered a not-guilty plea in U.S. District Court and is free on bond awaiting trial.

There is evidence that Herguan officials have tried multiple routes to woo public officials, donating individually although their connection to Herguan was not always noted on campaign forms. As recently as September, contributions went to state lawmakers Jim Beall, D-San Jose, and Paul Fong, D-Mountain View, as well as congressional Democrats Mike Honda, Zoe Lofgren, and Judy Chu, of Pasadena.

Herguan sought both money and assistance:

  • On Aug. 20, 2012, 18 days after Wang's arrest, congresswoman Chu's office received a call from a Herguan employee requesting "fair treatment" in his case, to which Chu declined to respond. Ying Wang gave Chu's campaign $250 in 2011 and $250 in 2012.
  • Beall received $2,750 in contributions last year, the same year he spoke at the school's graduation. His office was also asked to help with a labor dispute, but declined.
  • Fong received $3,000 in 2011, when he addressed the Herguan graduating class. In 2012, Fong attended a news conference and presented a certificate at the opening of a new school building. Fong's office reports it also "assisted the university to establish contact with the Bureau of Private Postsecondary Education" related to an audit of the school.

    When asked about their connections with the university, the politicians distanced themselves. Lofgren and Judy Chu both emphasized they have pushed for legislation banning what Lofgren calls "fly-by-night U's." Upon learning from a reporter this month that she had received two $1,000 donations from Herguan administrators not identified on her campaign forms with the university's name, Lofgren immediately returned the money.

    Shirakawa has previously filed disclosures detailing consulting income. In Form 700s he filed in 2008 when he was running for supervisor, he reported receiving tens of thousands of dollars from consulting contracts with developers, political strategists and a Monterey Road nightclub. But those disclosures involved clients during a two-year period when he worked as a lobbyist after leaving the San Jose City Council -- before becoming a full-time supervisor.

    Judy Nadler, a former mayor and government ethics expert at Santa Clara University, said even if Shirakawa worked for Herguan, it raises questions.

    "There are two reasons you hire consultants, one is because they have expertise and you hire them to get their skills or information; the other reason is you want a person with the ability to open doors." Given the expanding probe into Shirakawa's abuse of public office, Nadler added: "The more questions that come up about his various activities, the more troubling it is. That's why the public trust is at stake here."

    Iraq officials say gunmen kill 7 Sunni fighters

    BAGHDAD (AP) ? Iraqi officials say gunmen wearing military uniforms have killed seven anti-al-Qaida militiamen in an attack in a town north of Baghdad.

    Police officials say gunmen asked a local anti-al-Qaida militia leader in Tuz Khormato to accompany them to a checkpoint manned by a pro-government group, known as Sahwa, for questioning early Friday. After reaching at the checkpoint, the gunmen overpowered the leader and his men and then executed them.

    Medics in nearby hospital confirmed the casualties. All officials spoke on condition of anonymity because they are not authorized to brief reporters.

    Sahwa militiamen joined forces with U.S. troops to fight al-Qaida during the Iraq war. Ever since then, the group has been a target for Sunni insurgents who consider its members traitors.

    Bees Get a Buzz from Flowers' Electrical Fields

    Everyone knows that bees buzz around flowers in their quest for nectar. But scientists have now learned that flowers are buzzing right back ? with electricity.

    Plants generally have a negative electrical charge and emit a weak electrical signal, according to researchers at the University of Bristol in England. And scientists have known for years that bees' flapping wings create a positive electrical charge of up to 200 volts as they flit from flower to flower, according to a news release.

    But can the bees detect flowers' electrical charge? While animals like sharks are known to sense electrical fields, nobody had ever found that an insect could do the same, ScientificAmerican reports.

    To test the bees' sensitivity, researchers filled a room with artificial flowers: Half of the flowers were electrically charged and carried a sugary reward, while the other half had no charge and a bitter solution of quinine.

    The bees quickly learned to visit only the electrically charged flowers, and to not waste their energy visiting flowers with no electrical charge. But when the electrical charges were switched off, the bees once again visited flowers randomly, suggesting that they had been reacting to the electrical charges.     "Animals are just constantly surprising us as to how good their senses are," Dominic Clarke, lead author of the study, published in journal Science, told the BBC. "More and more we're starting to see that nature's senses are almost as good as they could possibly be."

    Bees and flowers, of course, co-evolved with a long-standing symbiotic relationship: The bees depend on flowers for nectar, which they use to produce honey, and flowers need bees to help pollinate other flowers.

    Flowers use various means to attract bees and other pollinators. In addition to their electrical charge and alluring fragrance, flowers display bright colors ? and research has found that bees see colors three times faster than humans.

    But bees ? busy as they famously are ? don't have time to waste visiting pretty flowers whose nectar has just been taken by another insect. "The last thing a flower wants is to attract a bee and then fail to provide nectar," said Daniel Robert, co-author of the study, in a statement. "Bees are good learners and would soon lose interest in such [an] unrewarding flower."

    So flowers, the researchers confirmed, emit a different electrical signal after their nectar has been harvested. They found that petunias became slightly more positively charged after a bee visited them, according to ScientificAmerican.

    That revised electrical charge acts as a kind of "No Vacancy" sign to other bees, which learn to trust the signals that the flowers emit.

    "This is a magnificent interaction where you have an animal and a plant, and they both want this to go as well as possible," study co-author Gregory Sutton told NPR. "The flowers are trying to make themselves look as different as possible. This is to establish the flower's brand."

    How do bees sense an electrical charge? Researchers aren't sure, but they suspect the fuzzy hairs on bees' bodies "bristle up" under an electrostatic force, just like hair in front of a television screen.

    Other scientists are excited about the possible implications this research may have for other nectar-gathering insects such as hoverflies and moths.

    "We had no idea that this sense even existed," Thomas Seeley, a behavioral biologist at Cornell University, told ScientificAmerican. "Assuming we can replicate the findings, this is going to open up a whole new window on insect sensory systems."

    5 killed in explosions in southern Indian city

    HYDERABAD, India (AP) ? At least five people were killed Thursday in a pair of explosions in crowded areas of the southern Indian city of Hyderabad, police said. More were feared dead and injured.

    The blasts occurred about 10 minutes apart outside a movie theater and a bus station, police officer Syed Anwarul Huda said.

    The CNN-IBN television news channel said 11 people were feared dead.

    Police were trying to determine the cause of the explosions, Huda said.

    Television images showed the injured being taken to hospitals. The areas were cordoned off by police as panic spread among nearby people.

    The last major bomb attack in India was a September 2011 blast outside the high court in New Delhi that killed 13 people.

    Federal Home Secretary R.K. Singh said officials from the National Investigation Agency and commandos of the National Security Guards were leaving New Delhi for Hyderabad, the capital of Andhra Pradesh.

    India has been in a state of alert since Mohammed Afzal Guru, a Kashmiri, was hanged in a New Delhi jail nearly two weeks ago. Guru had been convicted of involvement in a 2001 attack on India's Parliament that killed 14 people including five gunmen.

    Many in Indian-ruled Kashmir believe Guru did not receive a fair trial, and the secrecy with which the execution was carried out fueled anger in a region where anti-India sentiment runs deep.

    Cirque gives clues to Vegas Michael Jackson show

    LAS VEGAS (AP) ? Las Vegas is combining its love of mega pop-stars and over-the-top theatrics for a new Michael Jackson Cirque du Soleil show opening this summer.

    Cirque du Soleil CEO Daniel Lamarre announced Thursday that the company's newest show will be called "Michael Jackson ONE." The show at Mandalay Bay Resort and Casino on the Strip will start preview performances May 23. It will officially premiere June 29.

    The show is the second collaboration between the acrobatic company and Jackson's estate. The first production was the traveling show, "Michael Jackson: Immortal World Tour."

    The title is intended to evoke a central paradox of the king of pop's multifaceted persona and changing musical styles.

    GOP senators urge Obama to pull Hagel nomination

    Republican Chuck Hagel testifies before the Senate Armed Services Committee on Jan. 31, 2103. (J. Scott Applew??Fifteen Republican senators, including potential 2016 White House contender Marco Rubio, urged President Barack Obama in a letter released on Thursday to withdraw Chuck Hagel's nomination as defense secretary. But the Republican former senator's chances of confirmation also got a big boost when another GOP lawmaker, Sen. Richard Shelby of Alabama, said he would support it.

    Shelby told the Decatur Daily that he would back Hagel, who now appears to have the 60 votes needed to break a filibuster?barring some last-minute surprise. "He's probably as good as we're going to get," Shelby said.

    The White House last week denounced Senate Republicans? unprecedented filibuster of the Hagel nomination (no Cabinet-level post dealing with national security had ever before faced a successful one). In the letter, the lawmakers argued in effect that this was Hagel's own fault.

    ?It would be unprecedented for a Secretary of Defense to take office without a broad base of bipartisan support and confidence needed to serve effectively in this critical position,? the senators, led by John Cornyn of Texas, said in the message to Obama. "While we respect Senator Hagel?s honorable military service, in the interest of national security, we respectfully request that you withdraw his nomination."

    In addition to Rubio and Cornyn, Republican Sens. James Inhofe, Lindsey Graham, Roger Wicker, David Vitter, Ted Cruz, Mike Lee, Pat Toomey, Dan Coats, Ron Johnson, James Risch, John Barrasso, Tom Coburn and Tim Scott signed the letter. The White House did not immediately respond to a request for comment, but it has flatly dismissed similar calls in the past, noting that Hagel has more than the 51 votes needed for confirmation.

    In the letter the senators also denounced Hagel?s ?erratic record and myriad conversions on key national security issues? and openly doubted ?his basic competence to meet the substantial demand of the office.?

    They charged that he ?proclaimed the legitimacy of the current regime in Tehran.? During his wobbly confirmation hearing performance, Hagel had said America?s allies consider that regime ?an elected, legitimate government, whether we agree or not.?

    They also accused Hagel of showing ?a seeming ambivalence about whether containment or prevention is the best approach, which gives us great concern.?

    In the hearing, Hagel mistakenly broke with Obama?s policy of preventing Iran from develop nuclear weapons and suggested he favored ?containment? instead. He tried to correct himself after being handed a note by an aide, but it was ultimately Senate Armed Services Committee Chairman Carl Levin, D-Mich., who fixed the gaffe. Hagel also struggled to explain his past opposition to imposing unilateral economic sanctions on Iran.

    ?If Senator Hagel becomes Secretary of Defense, the military option will have near zero credibility,? the senators said in the letter. ?This sends a dangerous message to the regime in Tehran, as it seeks to obtain the means necessary to harm both the United States and Israel.? (There?s another possibility: Maybe Hagel means war with Iran is actually more likely.)

    As one of the state?s poorest cities with high unemployment and an even higher dropout rate, it's image has been further tarnished by a mayor who seems to have been embroiled in controversy since day one.

    This year,?Lawrence Mayor William Lantigua, who is the target of federal and state investigation for corruption and has been sued by the state for failing to file a 2011 campaign finance report, ?is up for reelection.     IMF says Canada housing overvalued, urges more action if needed

    OTTAWA (Reuters) - Canadian housing prices were still about 10 percent overvalued at the end of 2012, the IMF said on Thursday, and it warned that authorities may have to intervene a fifth time in the mortgage market if personal debt levels rise further.

    The International Monetary Fund, in its annual report on Canada, also said the country's currency was between 5 and 15 percent higher than warranted by long-term economic fundamentals, lifted in part by commodity prices and the country's safe-haven status for investors.

    The Washington-based lender acknowledged that government measures since 2008 - and most recently last July - to cool overheated mortgage borrowing and house prices have helped prevent a U.S.-style housing bubble.

    But residential prices and construction are both still excessive, according to its assessment based on meetings with Canadian officials from December 3-18.

    "Our analysis suggests an overvaluation in real terms of about 10 percent at a national level, although with significant variations across provinces," said Roberto Cardarelli, IMF mission chief for Canada, in comments provided as a complement to the technical report.

    Since the Washington-based lender conducted its study, there have been more signs of moderation in the housing market. Home prices grew at the slowest pace in three years in December year-on-year and housing starts fell more steeply than expected in January.

    Like Bank of Canada Governor Mark Carney and Finance Minister Jim Flaherty, the IMF worries that highly indebted Canadians make the country more vulnerable to an external shock that could lead to job losses and bankruptcies.

    While it expects a soft landing, it urged Ottawa to be ready to intervene again if the household debt-to-income ratio rises further from already record highs.

    "These measures could include higher down-payment requirements, lower caps on debt-service-to-income ratios, and tighter loan-to-value ratios on refinancing," it suggested.

    The central bank, for its part, should not use interest rate hikes to curb household borrowing except as a very last resort, the IMF said. It urged the Bank of Canada to keep its benchmark rate on hold at 1.0 percent until growth regains momentum, which it expects in late 2013.

    The IMF report's outlook is broadly in line with that of the government and central bank, which see growth picking up in the second half of this year after a weaker-than-expected 2012.

    STRONG CURRENCY HURTS MANUFACTURING

    Wading into a controversial domestic debate, the report states that the sharp appreciation of the Canadian dollar and increased competition from China as a trade competitor "contributed to the decline of Canada's manufacturing market share in the United States over the last decade."

    It noted that the Canadian authorities "only partially agreed" with this view, saying the decline of manufacturing was a trend among all advanced economies. The main opposition party, the New Democrats, has clashed with the ruling Conservatives on this issue, contending that the strong currency, which it says is caused by heavy reliance on oil sands development, has hammered manufacturing jobs.

    The federal government is on track to balance its budget by 2015-16, but the fiscal outlook for some of the largest provinces such as Ontario and Quebec is less certain, the IMF said. A priority in the medium term will be to contain healthcare costs, a provincial responsibility, it said.

    The IMF urged the federal government to consider two new approaches to fiscal planning, but policy makers appeared reluctant to agree, according to the report.

    First, it suggested Ottawa publish a "fiscal sustainability report" every 3-5 years which would review progress by each level of government - federal, provincial, territorial and municipal on managing debt and deficits.

    Secondly, a variety of measures could be adopted to soften the impact of volatile prices for oil and other commodities on the economy and on government budgets. For example, the government could put aside savings during commodity booms for use in leaner times, and exclude commodities from some of its fiscal indicators to produce more accurate projections.
