(AP) ? No shirt ripping or bare-chested flexing this time.

Novak Djokovic completed his work before midnight, defeating Andy Murray in four sets for his third consecutive Australian Open title and fourth overall.

It was also the second time in three years Djokovic had beaten his longtime friend in this final. So the celebration was muted: a small victory shuffle, raised arms, a kiss for the trophy. No grand histrionics, although that's not to say the moment was lost on him.

"Winning it three in a row, it's incredible," Djokovic said after his 6-7 (2), 7-6 (3), 6-3, 6-2 victory Sunday night. "It's very thrilling. I'm full of joy right now. It's going to give me a lot of confidence for the rest of the season, that's for sure."

Nine other men had won consecutive Australian titles in the Open era, but none three straight years. One of them was Andre Agassi, who presented Djokovic with the trophy.

A year ago, Djokovic began his season with an epic 5-hour, 53-minute five-set win over Rafael Nadal at the Australian Open, the longest Grand Slam final. He tore off his shirt to celebrate, the TV replays repeated constantly at this tournament.

He mimicked that celebration after coming back to beat Stanislas Wawrinka in five hours in a surprisingly tough fourth-round victory this time.

Since then, he's looked every bit the No. 1 player. He said he played "perfectly" in his 89-minute win over fourth-seeded David Ferrer in the semifinals Thursday night. Murray struggled to beat 17-time major winner Roger Federer in five sets in the semifinals Friday night, and still had the bad blisters on his feet to show for it in the final.

In a final that had the makings of a classic when two of the best returners in tennis were unable to get a break of serve in the first two sets that lasted 2:13, the difference may have hinged on something as light as a feather.

Preparing for a second serve at 2-2 in the second set tiebreaker, Murray was rocking back about to toss the ball when he stopped, paused and then walked onto the court and tried to grab a small white feather that was floating in his view. He went back to the baseline, bounced the ball another eight times and served too long.

After being called for a double-fault, Murray knocked the ball away in anger and flung his arm down. He didn't get close for the rest of the tiebreaker and was the first to drop serve in the match ? in the eighth game of the third set. Djokovic broke him twice in the fourth set, which by then had turned into an easy march to victory.

"It was strange," said Djokovic, adding that it swung the momentum his way. "It obviously did. ... He made a crucial double-fault."

Murray didn't blame his loss on the one distraction.

"I mean, I could have served. It just caught my eye before I served. I thought it was a good idea to move it," he said. "Maybe it wasn't because I obviously double-faulted.

"You know, at this level it can come down to just a few points here or there. My biggest chance was at the beginning of the second set ? didn't quite get it. When Novak had his chance at the end of the third, he got his."

Djokovic had five break-point chances in the opening set, including four after having Murray at 0-40 in the seventh game, but wasn't able to convert any of them.

Then he surrendered the tiebreaker with six unforced errors. Murray appeared to be the stronger of the two at the time. He'd beaten Djokovic in their last Grand Slam encounter, the U.S. Open final, and had the Serb so off balance at times in the first set that he slipped to the court and took skin off his knee.

Murray held serve to open the second set and had three break points at 0-40 in the second game, but Djokovic dug himself out of trouble and held.

"After that I felt just mentally a little bit lighter and more confident on the court than I've done in the first hour or so," Djokovic said. "I was serving better against him today in the first two sets than I've done in any of the match in the last two years."

Djokovic said he loves playing at Rod Laver Arena, where he won his first major title in 2008. He now has six Grand Slam titles altogether. Federer has won four of his 17 majors at Melbourne Park, and Agassi is the only other player to have won that many in Australia since 1968.

Djokovic was just finding his way at the top level when Agassi retired in 2006, but he had watched enough of the eight-time major winner to appreciate his impact.

"He's I think one of the players that changed the game ? not just the game itself, but also the way the people see it," Djokovic said. "So it was obviously a big pleasure and honor for me to receive the trophy from him."

Agassi was among the VIPs in the crowd, along with actor Kevin Spacey and Victoria Azarenka, who won the women's final in three sets against Li Na the previous night.

Murray broke the 76-year drought for British men at the majors when he won the U.S. Open last year and said he'll leave Melbourne slightly more upbeat than he has after defeats here in previous years.

"The last few months have been the best tennis of my life. I mean, I made Wimbledon final, won the Olympics, won the U.S. Open. You know, I was close here as well," he said. "No one's ever won a slam (immediately) after winning their first one. It's not the easiest thing to do. And I got extremely close.

"So, you know, I have to try and look at the positives of the last few months, and I think I'm going the right direction."

Cory Booker Saves Freezing Dog

Cory Booker, the mayor of Newark, N.J., who's become an Internet legend for his Twitter antics and real-world heroics, added another act of valor to his resume Thursday: He saved a freezing dog left in the cold during a below-zero night.

The dog was brought to Booker's attention by local WABC reporter Toni Yates, who tweeted a plea for help to the mayor. Yates was using Twitter to help residents without heat, while Booker had been tweeting to advise people about staying warm.

[More from Mashable: Facebook Explains Why Vine Can?t Access Your Friends]

Booker saw the message and decided to help in person:

Before long, Booker was on the scene, ready to rescue the endangered pet:

"This is brutal weather," Booker told WABC. "This dog is shaking really bad and you just can't leave your dogs out here on a day like this and go away and expect them to be OK. Hypothermia on any animal including a human animal will set in pretty quickly. So this is very sad. You can just feel the dog shaking pretty badly."

Booker put the dog in a heated police car, called its owners and scolded them for leaving the dog outside. The owners said they were away from home and didn't know how the dog, named Cha Cha, got out of the house. They apologized to Booker.

Here's more from WABC:

Booker's list of previous thrilling heroics include saving a woman from a burning building and shoveling snow for Newark residents.

Flood Insurance Delay Paints Bleak Picture for Sandy Victims ...

His wife leaves the room to tend to their youngest. Jim Racanelli talks about being a man, about the responsibility of providing emotional and financial stability for his family. His icy-blue eyes are stern and unblinking, but when he talks his voice wobbles a bit, like the legs of a man shouldering a burden that?s suddenly grown too large to carry.

?I?m trying to keep my head my head up. I?ve always said things will be OK; everything will be all right. This time I?m not so sure,??Racanelli?said.

Driven from his home by Hurricane Sandy, Racanelli stands among the ruin. The walls of his Toms River home are stripped up to his waist, electrical lines like exposed nerves. The foundation is cracked, the house and its upside down mortgage shifted. You want to be strong, he says standing in the middle of a warped and rotting floor, but there?s always a limit.

If he hasn?t reached it yet he?s certainly knocking on the door.

In New Jersey, thousands of families are still displaced with little indication of when and if they?ll be able to return to their pre-Sandy lives. They are hoping their insurance can make them whole again by providing the funding necessary to make repairs and raise their homes, but the process is proving to be a slow one. As the winter creeps on, the future of many of those who?ve lost their homes to Sandy remains uncertain.?

?I feel hopeless and helpless at the same time. To feel like that when you?re usually in control, it?s just people are looking to me ... my family is looking to me.?

Displaced and Homeless

The Racanelli?s have spent the last three months as nomads. The five of them, Racanelli, his wife Bel, and their three children ages 9, 7, and the youngest 3, have moved from place to place after being displaced from their home.

They had relatively comfortable accommodations in a hotel for a time but were tossed out, victims of overbooking and a reservation made with a credit card.

It hasn?t been easy for the kids, he says. The oldest has withdrawn. He?s sick of talking about the hurricane. Their middle son is acting out in school. He?s on edge. Administrators think it might be the result of the accumulated stress of seeing the only home he?s ever known destroyed. Racanelli said he knows it is.

On a trip to the mall during the holiday shopping season ? a short-lived diversion for the children, a stark reminder to the parents of the loss of all their accumulated possessions ? Racenelli said his daughter sat on Santa Claus?s lap. When he asked her what she wanted for Christmas, she told him she wanted her house back.

In their odyssey they spent a week in a neighbor?s camper, parked in their driveway and emerging only at night, after their hosts had gone to bed, to use the bathroom and take hot showers.

Looking for a house to rent for a longer, but still temporary solution, they found few available options for their family, despite assurances from the state and the Federal Emergency Management Agency that New Jersey has more than enough rental properties available for Sandy victims.

Eventually, after initially being denied rental assistance by FEMA without explanation and reapplying and being told that, yes, they did qualify for assistance, the Racenelli?s found a suitable home, agreeing to terms with a landlord. After several unanswered phone calls from Racanelli, he found out the property was leased to another family, he believes, with better connections or maybe a bit more cash.

A bright spot emerged recently in the form of an online connection via social media. A long ago high school friend, maybe better stated, an acquaintance, caught wind of Racanelli?s plight on Facebook. She offered him the name and number of a couple who spend their summers in Point Pleasant. This time the promise of an available rental home came through.

It?s home, for now.

Everything is temporary, of course, until their house is rebuilt, torn down, built over, raised up or swallowed by surging tidal waters during the next once a century storm. Racanelli said he isn?t sure what to do or how long the process will take. He hasn?t gotten his insurance check yet. The work that?s been done in the house so far ? the stripping of the floor and walls and the debris removal ? was done by a contractor who expects to be paid, eventually. Their life in disarray, the Racanellis, beaten down and frustrated, can only wait.

Unprecedented Storm, Unprecedented Delays ?

On a tour of the barrier island at the end of November, a month after the storm decimated much of the Jersey Shore and the first time the state Assembly at large was given the opportunity to see the devastation, Assembly Speaker Sheila Oliver walked along a road where houses once stood and stated, confidently, that the state would be there to aid in recovery.

Insurance companies should take notice, too, she promised. The state would not look kindly on insurance companies that delayed writing checks to displaced homeowners. Never mentioned, however, as she continued along, stopping for a moment to survey an Ortley Beach home crumbled on top of a pile of sand that didn?t belong there, was FEMA?s role in the payback. ?

The federal agency operates the National Flood Insurance Program, which is in the process of making good on the policies Sandy?s victims have been paying into for years. But in many instances, the payouts have not come quickly enough. Even now, nearly three months since the storm passed, some residents, like the Racanellis, are still waiting for their checks. Homeowners are eager to get back to work, to begin rebuilding their lives, but without money there?s little they can do.

FEMA has asserted its position as the helping hand during Sandy recovery, offering displaced families assistance in finding rental properties, providing funding to pay for rent, and even supplying temporary housing at previously unused facilities at Fort Monmouth and in the form of mobile homes driven into New Jersey on 18-wheelers and dropped on concrete slabs in trailer parks throughout the area. Help is here, but it might not be in the form residents are looking for. The shear total of claims, the lengthy process through which FEMA assesses damage, has meant a delay in insurance payouts, officials said.

?It?s taking a little bit of time because of the inordinate amount of claims,? FEMA Spokesman Christopher Mckniff said recently, noting that hundreds of thousands of claims have been submitted in New York and New Jersey. ?It?s taken its toll on the system because it was such a catastrophic event.

?If you?re having an issue, if you?re waiting a long time on insurance, there are things we can do to assist you.?

"This is your job. Let's go here."?

Typically, insurance companies have 30 days to respond to claims. When it comes to unprecedented storms, like Sandy, that deadline is suspended. How long the suspension lasts depends on a number of factors, including the number of claims submitted, the personnel needed to assess damage, and having funding available in your coffers.

Earlier this month and prior to the passing of a complete Sandy relief package, the U.S. House of Representatives approved a measure to allow the National Flood Insurance Program to borrow $9.7 billion to pay insurance claims made by Sandy victims. In all, Sandy damaged or destroyed nearly 350,000 homes throughout the state. According to statistics released by Gov. Chris Christie?s office, 72,000 of them were covered by the NFIP.

Among them is the Racanelli home.

?The insurance companies are crying, asking people to be patient, but we?re 10 weeks out here,? Bel Racanelli said. ?I understand you?re overwhelmed, but you?re paid to do this. This is your job, let?s go here. Let?s hire people, let?s get off our butts and get this done.?

Racanelli?s words are earnest and delivered so. In the past few years, the 31-year-old has raised her children while having to deal with multiple surgeries, a home fire that destroyed many of her family?s personal belongings, and the strain of a cancer scare that caused her son to be admitted to the hospital. But the weary look that weighs on her still youthful face has everything to do with Sandy.

Information on what to expect has been limited. Jim Racanelli said two different adjusters came to take a look at his property on two different days. They each had significantly different opinions and perspectives on the situation. As to the official word, Racanelli doesn?t know. The adjusters have taken a look at the property, filled out paperwork, and submitted it up the line. In the mean time all there is to do is wait.

The Department of Banking and Insurance has taken on the task of assisting the state?s residents when it comes to filing complaints, answering questions, or, as it?s been recently, serving as the vent for so many Sandy-related concerns. Despite delays, DOBI Spokesman Marshall McKnight said claims are being paid off and that legitimate complaints, those that include proof that insurance companies violated department regulations, have been few.

In all, approximately 488,000 Sandy-related claims have been submitted by residents since the October storm. Of that total, 300,000, or roughly 60 percent of all claims, have been closed, paid out, resolved. When it comes to homeowners insurance, DOBI has methods of applying pressure to help urge things along. Dealing with the National Flood Insurance Program is a bit different. It?s a federal issue and not part of the department?s jurisdiction. Helpful advice is available, but getting your claim answered is out of the state?s hands.

Unsurprisingly, perhaps, the majority of complains DOBI has received following Hurricane Sandy are specifically related to flood insurance and delays in insurance payouts, McKnight said.

An Uncertain Future?

The Racanelli?s home on Elizabeth Avenue is a 1920?s bungalow with a view of a lagoon that?s never even once risen to reach their property line. In the distance, past the reeds and marsh are a few scattered mansions ? new construction taking advantage of a natural vista ? in a crowded part of a crowded state that?s likely unattainable for blue-collar families.?

They haven?t built homes like these for years and they may never again. They?re small, built below grade, and now, thanks to Sandy and FEMA?s new flood elevation maps, are located in flood prone areas. Even if the Racanelli?s are able to rebuild their existing home, new flood insurance rates expected to come online next year will make it too expensive to live there. Raising it is an option, one Racanelli said he?ll pursue, but Increased Cost of Compliance, or ICC, coverage only provides a maximum of $30,000 to raise a structure. Racanelli said he?s gotten estimates, the lowest of them coming in at $40,000.

In the end, the point may be moot. The ICC funding requires a number of steps before it?s made available, including compliance from towns to follow FEMA?s new flood maps. Even then the money doesn?t come quickly. At a recent information session with Sea Bright residents, FEMA officials acknowledged that some property owners in the Gulf Coast still haven?t received ICC funding to elevate their homes after Hurricane Katrina, a storm that hit in 2005.

?A lot of the builders are saying ?Jim, by the time we repair this all it?s going to cost too much?,? Racanelli said. ?I don?t know what to do.?

Upcoming iPhone email app ?Mailbox? now taking reservations for staggered roll out

Upcoming iPhone email app ?Mailbox? now taking reservations for staggered roll outA new email app will soon be available for the iPhone that wants to change the way we deal with email on our iPhone for the better. The new app created by Orchestra is said to be inspired by the simplicity of the ?Clear? to do app and the beautiful interface of the Sparrow email app. The developers are so confident of its success that they have decided to stagger its availability by creating a reservation system where the app will be rolled out to avoid any server meltdowns.

Mailbox is the inbox reinvented for a world on the go. It?s how email on the phone should work: Mailbox checks your email from the cloud and delivers it to your phone with lightning-fast speed. A colorful swipe-based UI makes processing a delight. And unique ?snooze buttons? let you put off messages until later. Mailbox makes getting to zero?and staying there?a breeze. After you experience a clean inbox, you?ll wonder how you ever lived without it.

The Mailbox app looks like a beautiful way to access and handle your day to day email. It has a very slick user interface and looks like it will be a very popular app. Having said that, in order for any third party email app to be really useful, it would have to become the default email app on the iPhone. There is nothing more frustrating than clicking a link in Safari and the stock app opening when you are using Mailbox or any other third party app. Currently Apple does not allows you to change default email apps but hopefully that may change in the future.

If that doesn't put you off and you want to get access to the staggered roll out of Mailbox as early as possible, you will have to register your iPhone number with the Mailbox team. You will then receive a reservation place and a private code that you will need to access the app when it is available. You shouldn't have to wait too long for that, it should be out in the coming weeks.

Web in Feb: events to advance your business via the Web - Typepad

The British Library has a number of events in February as part of its Web in Feb month to help you advance your business by using the Internet.

They include search engine optimization, social media and crowdfunding and are held here in our London base. These events are always stimulating and interesting for me and even more so, obviously, for those for whom it will move their business or innovation forward.

I have noticed that of the meetings?I have with inventors, perhaps a third are related to the Web -- apps, mobile phones, social media sites and so on. Another third are fashion-related.

A bitter defeat for Merkel months before German election

BERLIN (Reuters) - In an extremely tight German state election that seemed to produce few clearcut winners, there was no argument over who the biggest loser was -- Chancellor Angela Merkel.

Her Christian Democrats (CDU), led by rising star David McAllister, had convinced themselves over the past week that they were on the verge of a stunning come-from-behind victory in Lower Saxony, a major agricultural and industrial region that is Germany's closest approximation to a swing state.

But on Sunday, they came up agonizingly short, losing power to the centre-left Social Democrats (SPD) and Greens, who together garnered just one more seat in the state assembly than the centre-right.

The defeat is a bitter one for Merkel, even if she remains a strong favorite to win a third term in a federal election eight months from now.

In one fell swoop, it gives the centre-left a majority in the Bundesrat upper house of parliament, meaning the opposition can block major legislation from Merkel's government and initiate laws themselves.

"I assume it won't be possible to push anything through the Bundesrat that the SPD doesn't want," Volker Kauder, a Merkel ally and leader of her CDU in parliament, told German public television on Monday morning.

That will not change after the national election in September, even if Merkel's centre-right coalition with the liberal Free Democrats (FDP) manages to hold onto power.

In the run-up to the federal vote, Merkel's room for manoeuvre will be limited and the notoriously risk-averse German leader may take a more cautious stance on a range of policy issues, including her management of the euro zone debt crisis.

The vote is also a blow to McAllister, the 42-year-old half-Scot who had ruled Lower Saxony since 2010 and become a protege of the chancellor, declaring on the eve of the vote that he was happy to be "Merkel's Mac".

There will be much hand-wringing in the CDU about McAllister's not-so-subtle hints to supporters in the weeks before the election that they use their votes to boost the score of the FDP.

His message resonated with CDU voters, but perhaps stronger than he would have liked.

The FDP, which had been expected to struggle to make the 5 percent threshold needed to enter the state assembly, ended up with a surprisingly strong score of 9.9 percent, largely thanks to CDU backers who split their two votes (in German elections voters cast ballots for both a party and a local candidate).

Yet the FDP's strong showing appears to have come at the expense of McAllister's CDU, which scored 36 percent, down 6.5 points from their last result in Lower Saxony in 2008 and well below the 40 percent-plus that opinion polls had forecast.

WARNING

With the loss, Merkel's CDU has now lost to the SPD and Greens in five states over the past two years, including in their longtime southern stronghold of Baden-Wuerttemberg and in Germany's most populous state, North Rhine-Westphalia.

The string of losses is likely to fuel anxiety about Merkel's ability to leverage her own popularity into votes for her party.

"The state election in Lower Saxony should be a warning for Angela Merkel for the federal election in the autumn," conservative daily Die Welt wrote on Monday.

The FDP were hailed as the big winners of Sunday's vote, but the result failed to silence internal critics who want to jettison national party leader Philipp Roesler before the federal vote.

Leading Roesler critic Dirk Niebel, who serves as development minister in Merkel's government, said the Lower Saxony surprise could not mask the FDP's problems at the national level and demanded a special party congress in May to debate its leadership.

The SPD will take some satisfaction from having ousted loyal Merkel ally McAllister, but the narrow victory does not give them the major boost in momentum they had been hoping for heading into the national vote.

Instead it highlighted the problems of their own chancellor candidate Peer Steinbrueck, who on Sunday accepted responsibility for weakening the party's score in Lower Saxony with a series of verbal blunders.

Just as with Roesler in the FDP, the result is unlikely to quiet voices within the SPD who have begun questioning Steinbrueck's suitability as a challenger to Merkel.

The only party that came out an undisputed winner from Lower Saxony was the Greens, who with 13.7 percent of the vote scored their best ever result in the state. But without a stronger performance from the SPD, their natural allies, the environmentalist party has little hope of dislodging Merkel as they did McAllister.

"We are doing our part," said Greens leader Cem Oezdemir. "But the SPD needs to look closely at how they can improve their own score."

54% of Consumers Worry About Security of Business Websites ...

Half of US consumers (54 percent) worry about the risk of their details being compromised each time they input them into a business website, according to research released today by 1&1 Internet, Inc., www.1and1.com, a global leader among Web hosts.? From a study of more than 400 US adults, 29 percent have walked away from using or buying from a website due to fears of the level of security.? The degree of consumer understanding of online dangers is high ? 70 percent of Americans recognize that threats such as malware and viruses change by the hour.? Smaller businesses with a website that uses hand-coding or open-source applications will benefit from being able to reassure online consumers that their website is well protected.

Today, more transactions than ever are being conducted over the Internet, requiring consumers to input sensitive information, such as credit card numbers and identifiable data.? 1&1?s ?Website Attitudes Study? [1] of 403 US consumers finds that consumers? concern and expectations for website security are also increasing.? In fact, 1 in 3 (33 percent) of those surveyed have either had their own, or know someone who has, had details lost or taken as a result of using a business website.

Thus, it is perhaps unsurprising that there is an impressive level of consumer awareness nowadays for protecting their data while online.? Some 80 percent of Americans understand that many websites that capture data (such as contact details or billing data) can be a target for cyber criminals, and 70 percent recognize that threats can change by the hour.

Significantly, almost half of consumers (47 percent) believe small businesses are more of a target for malicious online activity when compared to larger stores.? The concern, while perhaps off the radar of many small companies, is clearly inhibiting many consumers from fully supporting American small businesses.? In fact, only 14 percent believe SMBs are fully protected online.? Such an understanding clearly impacts consumer behaviour, with 29 percent having abandoned an online transaction or enquiry because they were worried about the security of their data.?? Additionally, 70 percent admit they are likely to spend more with a business that shows that it takes steps to enhance website security.

The study also took a measure on what actions consumers would take should their personal data ever be compromised from a business website.? Unsurprisingly, most expect to feel distressed and highly negative about a company as a result.? More than two thirds (76 percent) of consumers anticipate sharing their experience with others, with 39 percent foreseeing social media posts, 30 percent willing to report it to the press, and 31 percent being likely to explore legal action against the business involved.? There is clearly much potential for costly and long lasting damage to a business?s hard-earned revenue and brand reputation.

As the majority of business websites now capture users? data, every business on the Internet needs protection. The use of open-source applications and hand-coding can allow much customization for designs; however, security can be an issue.? While websites built with vendor-managed templates, such as 1&1 MyWebsite, involve very little risk of being compromised by malicious activity, as they leverage a professional system to create, update and protect the design, hand-coded websites carry more risk.? Mistakes as simple as forgetting to close parentheses when entering code, or not applying updates to open-source applications can help facilitate malicious activity from hackers.? Thanks to a new service provided by 1&1 together with SiteLock, better protection is now easily available for such hand-coded websites.

With the new feature from SiteLock (www.sitelock.com), 1&1 customers can scan their website for design vulnerabilities and stay informed about their online security levels.? Through the end of the 2012, 1&1 will provide this security service free for one domain for the life of any new Web hosting or eShop contract.? 1&1 SiteLock also comes with a shield icon that is displayed on the business?s website, showing hackers and customers alike that this site is protected.

As a global leader among Web hosts, 1&1 is well placed to deliver a high quality service to its customers.? The company currently holds over 11 million customer contracts worldwide and manages 11 million domain names.? For more information about 1&1 as well as the new Sitelock feature visit www.1and1.com.

Egypt's foreign reserves rise after Qatar deposit

CAIRO (Reuters) - Egypt's foreign reserves have risen to $15.5 billion, helped by a deposit by Qatar to support the economy, its finance minister said, although they are still close to critical levels after being run down to defend Egypt's currency.

The central bank put reserves at $15.015 billion at the end of December. It has implemented a new regime for buying and selling foreign currency and currency controls to try to stem a fall in reserves, which have tumbled from $36 billion before the uprising that toppled Hosni Mubarak in early 2011.

Finance Minister Al-Mursi Al-Sayed Hegazy told reporters about the new reserve figure on Saturday without giving further details about the deposit by Qatar, a generous donor to Egypt.

Qatar said earlier this month it had lent Egypt $2 billion and given it $500 million outright. It has pledged to stand by Egypt to help support the nation, which has been battered by political turmoil and violence that has scared away investors.

Hegazy said reserves should rise further in future after approval of a draft law allowing Egypt to issue sovereign Islamic bonds, known as sukuk. The draft law was passed by cabinet this week but needs the backing of the Islamist-led upper house of parliament.

The minister said in December that Qatar had deposited $500 million, although the reserve figure for that month was still around $15 billion, the same as at the end of November.

The central bank has said reserves have reached a critical level. At $15 billion, reserves cover roughly three months of imports.

Egypt has spent about $21 billion of its reserves since the start of 2011 when the uprising against Mubarak erupted, plus several billion dollars in additional aid and support from Qatar and other donors to defend the Egyptian pound.

Cairo is negotiating a $4.8 billion loan from the International Monetary Fund. After the deal was agreed in principle in November, it was delayed after Egypt postponed some unpopular tax rises viewed as needed to secure the IMF funds.

An IMF team is expected to return to Egypt in the coming weeks for fresh discussions.

Bolshoi director needs more surgery after attack

MOSCOW (AP) ? Russian officials say the artistic director of the Bolshoi ballet will need at least one more operation after an attacker threw acid in his face and that it's not yet clear if the sight in his right eye can be saved.

No arrests have been made in the Thursday night attack on Sergei Filin, which his colleagues say may have been retaliation for his selection of certain dancers for prized roles.

Filin underwent surgery on Friday.

Alexei Levchenko, a spokesman for Russia's deputy prime minister, was quoted by the state news agency ITAR-Tass as saying Filin was in stable condition after the operation but that "the prospects for restoring his sight will be clearer in five to seven days."

Filin might have another operation next week, Levchenko said.

Tax for internet companies | Stuff.co.nz

REUTERS AND TOM PULLAR-STRECKER

The French Government is preparing a new law that would change the way internet giants such as Google and Amazon are taxed in France, according to a French media report.

Citing a French finance ministry report entitled Taxation of the Digital Economy, newspaper Les Echos said the government would seek to tax the user data that web companies collected in the course of their businesses.

New Zealand Revenue Minister Peter Dunne last month ordered Inland Revenue to back the Organisation for Economic Co-operation and Development in its effort to stamp out rampant tax avoidance by multinationals operating principally in the digital economy.

UK retailer taking Sony Xperia Z pre-orders [update: price changed]

Android Central

Update: It seems Expansys' original price of £399.99 for the Xperia Z was an error, as the retailer has just changed its pre-order price to £529.99, in line with other European stores. Bad news for anyone in the UK hoping to bag an Xperia Z on the cheap.

Original story: With any new phone announcement comes the inevitable discussion of pricing and availability, which are almost never revealed at the initial press conference. So it is with the Sony Xperia Z, which we first saw us at last week's CES, and has appeared online with prices up to £530 ($850) in the following days.

Quentin Tarantino N-Word: Filmmaker Drops The N-Bomb At The ...

The controversy surrounding Quentin Tarantino's usage of the n-word in "Django Unchained" has been a popular topic as of late in entertainment world.

Though the director ignited some to boycott the film and even provoking violent threats from comedian Katt Williams, the filmmaker still has no qualms about his style of directing.

Tarantino continued to address the issue backstage during this year?s annual Golden Globe awards. "If somebody is out there actually saying when it comes to the word [n-word], the fact that I was using it in the movie more than it was being used in the antebellum South in Mississippi, then feel free to make that case,? he reportedly said to the press. ?But no one?s actually making that case. They are saying I should lie, that I should whitewash, that I should massage, and I never do that when it comes to my characters."

Despite the film winning a Golden Globe in the writing and acting categories, the 49-year-old failed to land a nomination for Best Director. But according to ?Django? star Kerry Washington, Tarantino can view the oversight in a different light.

"When a film gets nominated for Best Picture ? film is such a collaborative experience, and that nomination really is for everybody, and especially our fearless leader, Quentin," she said to MTV News. "He can own all of those nominations as his."

Diamond heist goes awry when thief posts vacation pics on Facebook

A British man accused of stealing $130,000 worth of diamonds?before jet-setting across the world?has been sentenced Monday after police found his vacation photos on Facebook.

Charles Rodriguez, 31, is accused in a 2011 attack in Manchester for attacking a man who was carrying the jewels in two briefcases. Part of a South American crime group called the Latin Kings, he fled the United Kingdom after the assault.?

The Salford Volume Crime Team combed through hours of closed-captioned television footage to identify the man, who has extensively traveled several countries in Europe and Latin America.?

The team traced Rodriguez back to his home country of Colombia, where he had returned a month after the attack. But because the country has no extradition agreement with the U.K., authorities had to wait for a slip-up before grabbing him.?

He eventually screwed up by returning to Britain in December after being stopped for using a false passport. He gave border control a false name, but his fingerprints revealed his true identity.?

Rodriguez was put in custody and sentenced to five years in a Manchester Crown Court after pleading guilty for the robbery. In a statement released by the police, Det. Sgt. Roger Smethurst called the criminal's arrogance "astonishing" for his Facebook postings.

"However, his lack of remorse was evident by the fact he brazenly posted sightseeing pictures from Brazil?at a time when he was on the run?on his Facebook page," said Det. Sgt. Smethurst.?

"Rodriguez must have thought he was above the law and untouchable, because even when he finally returned to the U.K., knowing he was still wanted, he still posted pictures of himself Christmas shopping in London on his Facebook page."

10 Ways to Thrive as a Creative Artist | Talenthouse

This is a guest contribution from Linda Dessau.

1. Connect with your dream

Indulge yourself in a vision of the bigger picture and get out of the mire of self-doubt, details and challenges of today. What?s the purpose of it all? What are you working towards? What is your unique mission to carry out?

Daily Practice: Spend a few quiet moments reflecting on your BIG CREATIVE DREAM. Then, capture your thoughts through words, images and/or music and look back on these every day as a way to reconnect.

2. Connect with your ?inner artist?

That part of you that?s naturally exuberant, joyful, free in its pure expression of creative thought; undamaged, unhindered, unencumbered.

Daily Practice: Approach your art as child?s play. Start your creative work time by playing your instrument ?wrong?, switching hands or in two different keys at the same time. Write a song using only words that start with the letter ?d?. Make mistakes. Laugh.

3. Connect with your muse

Nurture your relationship with this special inner voice. Listen for its wisdom and carry out its wishes.

Daily Practice: Your muse is unique to you, and so are the ways you can best tune in to it. Experiment with other forms of art that inspire you, nature walks, meditation, cooking and people who glow.

4. Connect with your body

When unhealthy habits sap your body of its vitality and strength your creativity and productivity will be sapped as well.

Daily Practice: One of the best practices for a healthy body, mind and spirit is to get enough sleep and rest. Tonight, end your evening activities a half hour early and spend that time winding down. Release the worries of the day by writing or speaking about them. Calm yourself with a bath, tea, massage, music or a good read that doesn?t remind you of your work.

5. Connect with spirit

Redefining your vision of a Higher Power to one that supports your creative life can unleash a powerful source for your creativity.

Daily Practice: Write a letter, humbly thanking your Higher Power for your creative gifts and describing all of the ways you?re making use of them. Include things you wish are true that aren?t quite there yet, and read this letter daily as a way of expressing gratitude for another day lived as a creative artist.

6. Connect with your thoughts

You can learn what your inner critic wants and how to peacefully coexist with it. You have the power to change your perception, and to out-think your fears and your inner critic.

Daily Practice: This is from Taming Your Gremlin by Richard Carson. Simply notice when you have a self-criticizing or negative thought. You don?t have to act on it, dwell on it, believe it, argue with it or rationalize it. Simply notice it.

7. Connect with your fears

There can be fears just under the surface of every choice we make in a day?s time. Fear of being rejected keeps us from asking someone to join us for coffee. Fear of financial insecurity keeps us from buying something wonderful that would inspire us creatively. Fear of failure keeps us from starting or finishing a new project.

Daily Practice: Name one fear that?s guiding your actions today. Write it down, and then talk about it to someone you trust, or explore it in song, musical improvisation or art. Now, identify one small step towards the action you?ve been afraid to do and commit to when you?ll do it. If the action is small enough to be done in two minutes or less?do it today!

8. Connect with your fellow travelers

Whether it?s your band mates, conductor, audience, mother, spouse, artistic community members or children, our relationships can enhance AND challenge our lives in many ways.

Daily Practice: Ask someone else about their dream (creative or otherwise) and listen intently to their answer. Ask questions and let them know you?ve heard what they?ve said by repeating little bits back to them. In this one brief conversation, practice NOT sharing your own personal experiences, simply be there to listen intently and witness their dream.

9. Connect with your strengths

Learn how to acknowledge your own gifts, accept compliments graciously and to present yourself confidently as the extraordinarily unique artist that you are.

Daily Practice: Create a list of everything that?s wonderful about you?the different roles you hold in life, your accomplishments, the failures you?ve learned from and survived, the losses you?ve endured, the gifts you were born with, the skills you?ve developed and the knowledge you?ve gained. Read this list every day and connect with your strengths.

10. Connect with your surroundings

A cluttered environment can create chaos and makes it that much more difficult to get things done (?Where?s my pen??).

Daily Practice: A major clutter-clearing can take weeks and is best done a little bit at a time so it doesn?t get too overwhelming. For today, simply put away your things after you?re done with them.

Linda Dessau is the author of Ten Ways to Thrive as a Creative Artist, an e-book that expands on this article. Feel like your creativity is blocked? Visit www.GenuineCoaching.com for the free course ?Roadblocks to Creativity.?

Colin Powell says GOP having 'an identity problem'

Associated Press

Posted on January 14, 2013 at 1:00 PM

Updated today at 3:03 PM

WASHINGTON (AP) ? Former Secretary of State Colin Powell says his own Republican Party is having "an identity problem."

The former Joints Chief of Staff chairman who twice endorsed Democrat Barack Obama for president tells NBC's "Meet the Press" that in recent years there's been "a significant shift to the right," and that's produced two losing presidential campaigns.

He says the GOP needs to "take a very hard look at itself and understand that the country has changed" demographically, and that if the party doesn't change, "they're going to be in trouble." He also bemoans what he calls "a dark vein of intolerance" in some elements of the party.

He describes himself as a moderate but still a Republican.

How to turn on GPS on Android programatically without an user interface, i.e No Activity, no button?

Use a service launched from the BroadcastReceiver (the one you use to detect incoming SMS). The calls are the same. If you really need GPS coordinates (network isn't good enough), you'll need to call requestLocationUpdates on LocationManager and wait for the GPS to synch and call your listener. I've done the same thing for an app once, worked just fine.
